FORMER COUNSEL LAWYER OF THE CENTRAL BANK OF TURKIYE, NOW AT GLOBALB
Umut Balcı is pursuing his PhD in Public Law at Hacettepe University. He completed his master's degree in Criminal Law and Criminal Procedure Law at Ankara University and earned his bachelor's degree in law. As part of the Erasmus program, he also studied law at the University of Mannheim.
In his professional life, from 2017 to 2024, he worked as a Counsel Attorney at the Central Bank of the Republic of Turkiye, providing legal consultancy, especially to the payment systems and financial technologies departments. Additionally, he provided legal support to the Central Bank Digital Turkish Lira R&D Project and participated in collaboration activities with organizations such as MASAK and FATF.
Umut Balcı has also made significant strides in his academic career, working as a visiting researcher at the University of Minnesota Law School and York University's Osgoode Hall Law School. He has conducted research, particularly in the fields of payment law and international trade transactions. He has now started working at GlobalB Law, focusing on information technology and fintech law.
